The contrast between wealthier and poorer areas is stark. In densely populated inner-city neighborhoods like Small Heath, Sparkbrook, and Ladywood, streets are overwhelmed with rubbish, and rats are feasting on the waste. In contrast, wealthy Harborne has wheelie bins standing neatly waiting for collection.

The lack of civic pride in some areas is often cited as a problem, but there are allegations of a two-tier waste collection system. Residents believe that streets where councillors live are always spick-and-span, while those nearby are left to fend for themselves.
