Born in 1984 in Middletown, Ohio, he grew up in a poor household with his grandmother, who raised him after his mother struggled with addiction.
Vance graduated from the U.S. 'Military Academy at West Point' and later earned a law degree from Yale University.
He is best known for his memoir 'Hillbilly Elegy', which explores his upbringing and the struggles of working-class Americans.
Vance’s visit is seen as crucial by the Trump administration, coinciding with the ongoing trade tensions between the US and India’s neighbor China. The discussions between Vance and Indian Prime Minister Narendra Modi are likely to focus on the progress of the bilateral agenda laid out during Modi’s visit to the US in February.

The US is India’s largest trading partner, with bilateral trade reaching $129 billion in 2024, resulting in a surplus of $45.7 billion in favor of India. The ‘We are looking forward to this visit and hope it will give a further boost to our bilateral ties,’ said an Indian government spokesperson. The Indian government has proposed cutting tariffs on more than half of its imports from the US, while Vance’s visit aims to secure a trade deal within the 90-day pause on US tariffs.
The visit is also seen as an opportunity for India to host US President Donald Trump later this year for the summit of leaders of the Quad grouping that includes India, Australia, Japan, and the US. The strategic partnership between the two nations is expected to be a key focus area during Vance’s visit.
The looming US tariffs on Indian imports pose a significant threat to India’s economy, with exports likely to take a hit. However, New Delhi remains optimistic that the visit will give a further boost to bilateral ties and provide an opportunity for both sides to review progress in regional and global developments of mutual interest.
Vance is joined on the trip by his wife Usha and their three children. The ‘We are confident that this visit will help strengthen our strategic partnership,’ said another Indian government spokesperson.
