A New Era in Transport Governance
For the first time, mayors of big cities and regions across England will have the power to govern, manage, plan, and develop the rail network. This change aims to give local leaders more control over their transport services, enabling them to make decisions that truly meet the needs of their communities.
The government’s goal is to improve passengers’ experience by enhancing timetabling, making journeys easier door-to-door, and driving local growth. By placing decision-making closer to the people using these services, the government hopes to promote more efficient and effective transport systems.
Integrated Contactless Payment Systems
Under the proposed plans, users will be able to travel on trains, buses, and trams with just one tap in and out of their contactless payment system. This change is expected to enhance the overall public transport experience by reducing congestion and increasing the adoption of e-bikes and other sustainable transportation options.
Merging Councils and Unitary Authorities
The devolution white paper will also aim to merge over 150 councils in England, creating 20-30 new unitary authorities with approximately 500,000 people each. This move is expected to simplify local government structures and improve the efficiency of social care services.
However, some council leaders have expressed concerns that the merger process may lead to a loss of diversity in local politics and potentially divert funding from regeneration, high streets, and health initiatives to fund social care.
