As Ukraine’s government intensifies efforts to encourage war refugees in Germany to return home, a significant number of Ukrainians are considering coming back. With over 1.1 million fleeing since Russia’s invasion, the country faces labor shortages and economic needs that repatriation can address.
Ukraine’s Efforts to Repatriate Refugees in Germany
The Ukrainian government is intensifying its efforts to encourage war refugees in Germany to return home. A significant number of Ukrainians are seriously considering coming back, according to Oleksiy Chernyshov, the Ukrainian deputy prime minister.
Supporting Returnees and Those Who Stay
As part of these initiatives, “unity hubs” will be established in Berlin and other locations to provide assistance with job placement, housing, and educational opportunities. The Ukrainian Ministry of National Unity, headed by Chernyshov, was set up in December specifically to support returning Ukrainians.
Addressing Labor Shortages and Economic Needs
Since Russia’s invasion of Ukraine in February 2022, over 1.1 million Ukrainians have fled to Germany. However, with a significant portion of the population now living abroad (estimated between 20-25 million), the government is facing labor shortages. Workers are urgently needed in critical sectors such as the arms industry, energy sector, and reconstruction.
Incentives for Returnees
Returnees will be exempt from military service if they work in these critical industries. Chernyshov emphasized that Ukrainians who choose to stay in Germany will also receive support, including assistance with job searches and professional qualifications.

The Ukrainian government is committed to supporting both returnees and those who remain abroad. By providing a range of services and incentives, they aim to facilitate the repatriation process and address the country’s pressing economic needs.
